Auditor-General orders Norton forensic audit

ACTING Auditor-General Spears Mutsau has ordered a forensic audit into Norton Town Council following a petition by legislator Temba Mliswa accusing the local authority of corruption and plunder of public resources.


In a letter addressed to Local Government ministry secretary George Magosvongwe, Mutsau said the ministry should draw up terms of reference for his office to engage forensic auditors.

“In light of the request, may you avail detailed terms of reference to enable my office to appoint the forensic auditors to carry out the assignment on my behalf. In addition, please give an indication of the available budget and who will fund the forensic audit assignment,” Mutsau’s letter read.

On October 15, Mliswa approached Auditor-General Mildred Chiri requesting a forensic audit of Norton’s books, citing alleged misappropriation of funds.

He said several officials and councillors had been arrested or suspended on corruption-related charges.

Norton Town Council was recently hit by a spate of corruption allegations that have seen three councillors, finance director Stephen Tendaupenyu and housing director Blessing Mutyambizi either arrested or suspended from work.

Mliswa and Norton council management have been at loggerheads for over a year, amid allegations of corruption and misappropriation of land for personal benefit.

The MP also alleged that council was flouting tender procedures and failing to adhere to budgets.

Mliswa in his petition to Chiri cited extravagance at the expense of service delivery and failure to enforce agreements made with land developers.
